Out-of-court dispute resolution

The dispute resolution body at the Deutsche Bundesbank serves for the out-of-court settlement of disputes in connection with payment service contracts (Sections 675c to 676c German Civil Code (BGB)), Regulation (EC) No 924/2009 on cross-border payments (“Price Regulation”), Regulation (EU) No 260/2012 establishing technical and business requirements for credit transfers and direct debits in euro (“SEPA Regulation”), and Regulation (EU) 2015/751 on interchange fees for card-based payment transactions (“IF Regulation”), provisions of the Payment Services Supervision Act insofar as they concern obligations of e-money issuers and payment service providers towards their customers, provisions of the Payment Accounts Act governing the relationship between a payment service provider and a consumer, consumer loan agreements and other financing aids and their brokerage (Sections 491 to 508, 511 and 655a to 655d BGB, Article 247a Section 1 EGBGB), as well as distance marketing of financial services (Sections 312c et seq. BGB). Complaints must be submitted in text form to: Deutsche Bundesbank, Schlichtungsstelle, Postfach 10 06 02 , 60006  Frankfurt am Main, www.bundesbank.de zu richten.

In consumer disputes in connection with the German Investment Code (Kapitalanlagegesetzbuch), as well as banking transactions pursuant to Section 1 (1) sentence 2 of the German Banking Act (KWG) and financial services pursuant to Section 1 (1a) sentence 2 KWG, it is possible to contact the dispute resolution body at the Federal Financial Supervisory Authority: Bundesanstalt für Finanzdienstleistungsaufsicht, Referat ZR 3, Graurheindorfer Straße 108, 53117 Bonn, www.bafin.de/schlichtungsstelle,  zu wenden.
